 Add another hole in the deck to mount the deck chair or butt seat closer to the recessed trolling motor?

 you need to check with your boat's manufacturer to make sure you are not cutting into a "Rib" in the planned area.

 but you need to make sure it's strong at that place. A pedestal can put a lot of torque on it's mounting. You probably want to go with one of those round plate styles (like 9"). Those can be attached with screws from above or bolted from both sides. To get access to underneath, you could remove that recessed tray to check what's under there. If you can reach it, use bolts which would be stronger. If you use screws into fiberglass, be mindful that if the pilot hole is even a tad too small, it's easy to break off screws, so you might drill a couple of test pilot holes in the portion of the deck that is being removed (the center of the plate area).

 Page 505 of the BPS 2012 catalog, just not sure what size post you have, so a talk with their product specialist might help. Bill Dance uses one of those sometimes on his commercial (show).

 Just mesure twice, cut once. Get a hole saw and go. Look under the deck to see whatz underneith so you can get to the bolts.
