SUBJECT: Red Snapper TPWD Scoping Meetings next week
Submitted by
jimsmarr (66.190.109.44) from TEXAS on
Feds are pushing Texas to follow their 2 fish rule and kill our 4 fish State water limits. Feds have further said if Texas does not they will revoke reef fish permits from any Federal Permit holder who does not follow the more restrictive rule when fishing Texas State Waters. This is a huge States Rights issue. These meetings will determine the outcome for Federal Rule in State Waters.
The other item is to remove the Menhaden Reduction Boats from Texas State Waters. Menhaden filter 4 gallons of water a minute removing brown and red tide from our waters. Menhaden are also a bbig part of the food chain for recreational fish. We simply can not allow factory trawlers to grind them up for chicken, pig and cat food. This ban will not have an effect on Recreational Bait use of Menhaden.
Scoping meeting dates and locations are listed below. All meetings run 7-to-9 p.m. For more information, contact Art Morris at art.morris@tpwd.state.tx.us or (361) 825-3353.

kahne (66.94.100.208) from ALABAMA says Cedar Bayou
When will sand fly at Cedar Bayou??? The answer is in your hands, that is if you have a shovel!!! Are when SCBI gets though the red tape which they are working hard at it. I have been watching this issue for some time and I have to give SCBI a big high five. These people have worked darn hard, making they way over some very big hurdles to get this far. I am confused as to why the Rec. have not supported their efforts, after all it is the rec's that will benefit from it. So Dave, I suggest you go and park your boat at the mouth at Cedar Bayou and get after it, are just shut up. By the way the Bayou is closed tighted then a drum, Thanks TPWD, CORPS

jim smarr (66.190.109.44) from TEXAS says States Rights Battle over Snapper Heats up
There is a revolt over the Feds and NMFS ,Enviros
and a Large Houston based enviro conservation fishing group all in bed to cut our limit to two red snapper in state waters.
This is a states rights issue. We need to fight this move and save our fishing rights.
The Yeller Board is really having quite a discussion over this. All I can say is We told you so last year during a post called the News back from Washington post. We saw that we had been betrayed big time in the Recreational Fishing Community.
The Conservation Cross Fire Board was even taken down due to the turmoil. I am laughing now as I told you so.

jim smarr (66.190.109.44) from TEXAS says Meeting Statement
Texas Parks and Wildlife Scoping Meeting
University of Texas Marine Science Center Port Aransas
January 9, 2008 7:00pm to 9:00pm
Texas Parks and Wildlife is being pressured to follow Federal Red Snapper regulations in State Waters. This would mean we would go to two Red Snapper 16” and a much shortened season of 122 days. We currently have a year around fishery in Texas State Waters with a four fish limit of 15” for Red Snapper. The reduction of Red Snapper Bag Limits would be devastating to our Coastal Communities.
This is a States Rights Issue. We simply need to tell TPWD to not follow Federal Regulations in State Waters.
The Feds are also asking TPWD to limit us to one Blacktip Shark in Texas Waters.
We need to say no to one Blacktip.
There is the issue of removing the Commercial Reduction Boats in the Menhaden fishery from Texas State Waters. Menhaden are very important as they eat algae. These fish remove brown and red tide from our Coastal Waters. They are also the basis for the food chain for all recreationally caught sportsfish. This will not affect the recreational bait usage of menhaden just the Commercial Factory Trawlers with purse seines.
We need to say YES to removing the Reduction Industry from Texas State Waters

jim smarr (66.190.109.44) from TEXAS says Blacktip at Scoping
Feds want to close the Blacktip fishery in Texas State Waters .
We need to tell TPWD not to Close Blacktip in Statewaters.

kahne (66.94.105.146) from ALABAMA says Looking back
I have been reading some of the post on several boards and a picture began to appear, so I started looking back. These are some of my thoughts as I went back into history. I came across some very interesting things. GCCA was founded around 1976 by 5 men setting in a Bar and Grill. It has been said that they wanted to do something about saving the redfish from the commercial fishermen, I guess they did not like the taste of blackin redfish, a fad that appeared around that time. But, was it really true that they wanted to save the redfish or was there some other agenda. In 1978 the first hatchery came on line under one of the founders of GCCA. They said that they had intentions of re-stocking the redfish. I thought well that is a good thing, or was it and was there another agenda brewing in the air. In 1981 GCCA took credit when the gamefish status for redfish and speckled trout was obtained. A good thing?? In 1982 construction of the CCA/AEP marine development center-Flour Bluff. 1986 Commercial harvest of adult redfish halted in the Gulf of Mexico. 1989 Successfully lobbied for the passage of HB 1301 banning the sale of naturally raised , wildfish was signed into law. Law eliminates market for redfish, except those that are fram-raised. Are you beganning to see the picture now??? Take the commercial sector out of the picture, take over the $500,000 market. pretty slick. But, How did this benefit the joe blow fishermen. 1996, Sea Center Texas hatchery in lake Jackson completed. 1997, Use of by catch reduction devices mandated in Guld shrimp trawls. 1999, Lobbied for passage of SB 1303 granting authority to TPWD to establish a limited-entry license management program. 2000 By Catch reduction devices became mandatory on shrimp trawls in Texas bays. Does anyone see what I see here. All that GCCA/CCA has done from 1977 until today has not improved the fishery. We don't see more redfish in our bays. Has any one ever seen or caught a redfish that was farmed raised and stocked in any bay on the Texas coast??? How can you tell a farmed raised from a natural wild redfish?? Do they have CCA stickers on them??? 2004, $500.000 in funding TPWD enforcement equipment and research. 2005, $17.500 supporting Texas A&M flounders study. 2006, $20,000for Galveston Marsh restoration project. 2006, $200,000 to buy back bay and bait shrimp license. 2006 $75,000 funding TPWD for awareness and equipment. 2007, grand opening of newly built 3,000 square foot CCA Texas laboratory for marine larviculture. The lab was funded by a $700,000 gift from CCA Texas. Someone please tell me how any of these things have helped our natural resources. Do we have great fishing, less regulations, lower fees to fish. Makes me wonder what they are really up to here. They took the market of redfish and trout away from the commercial sector. Effectively putting people out of work, putting money into studies that go now were, and using your money to do it. What a sweet deal. Get your cake and eat it to. Pitting brother againest brother, to see their vision come true. Hatchey's and fish frams that only they can sell. In other words if you want to eat redfish, trout and shrimp, pretty soon you will have to buy it from them. But, if and when those passes get open, they will see their profits take a nose dive. Just my thoughts here, take it for what it is worth.

Are you Tom Nix reborn? My suggestion to you is to take a little trip to Sea Center Texas in Lake Jackson and see for yourself and ask the Biologists those questions. You Might actually learn something. If you don't care for the things CCA has done then keep your wallet closed tightly and save your $25 and continue to be ignorant of the questions you asked above.
Super Dave, you stole my Thunder! lol

Tom Nix needs to be remembered as 99.99999%
of us do as a great man. You should be ashamed for throwing his name around like you have done.
We will honor Mr. Nix with a Reef Section one day to remind Texans of his contribution to fisheries along the Texas Coast.
First catch and release Trout Tournament.

My comments about Tom go way back before you ever came around these boards. Tom and I would constantly fire shots at each other regarding CCA. He and I became great friends the few years before his untimely death. Those that were here at the time understood my comment. Ask Jimbo or some of the others, they'll explain it all to you.
Short funny story regarding Tom. Tom, Everett Johnson, myself and a few others were at the SSWG in Palacious. We went to lunch and had a great seafood dinner. We were in line to pay and EJ looks at the cashier and points back to Tom and says "My Dad there will pay for mine". Tom had that lost look across his face while we were all in tears. Priceless moment in time. Tom Nix "Old Man", yes I miss him. Ashamed of my comments? Never.

Great spot to voice your thoughts. This one seems to not be very active. The right issue would blow it wide open. The Texas folks you mention are good folks.

But many of us from Corpus during his heyday did not always agree with his insight into the fishery. In fact I remember exposing him for the ELITIST he was. LOL
God Bless Tom and there will never be another like him.
