If I'm not mistaken, the new regs mention being able to use "fluke belly" from a legal fluke. It's still a dumb regulation. We've gone through this many, many times on this forum. If the CO who checks you is a prick, he'll look for anything to fine you for. While I love using a piece of fluke belly for bait, I've had just as good success with sea robin strips or better yet, smooth dogfish belly. Fresh bunker strips are another choice.

The Captain John is a partyboat. They have a license to filet at sea. They retain the strips for the next trip. Its common practice on partyboats targeting fluke. As a partyboat customer, I cannot get into trouble because I used bait furnished by the boat's crew. The regs are different for partyboats and private boats. For the latter, retaining fluke strips for the next trip is not allowed.
