Report:
After 2 zero days at the Western Sandy Hook Bay spot, it felt good to catch something. Action certainly was not fast. A bluefish, about 30", on a 1-oz Crippled Herring spoon tipped w/ Gulp. Quite a lull, then a very small striper, about 13" on a 1-1/2-oz Gator spoon. Another lull, and a 21" striper on the Crippled Herring/Gulp combo. Fished the latter part of incoming tide, and then the outgoing. There is now an outer bar, and therefore this spot may not be productive at low tide.
